Thank you for the link to the informative paper. I don't see any mention of
uselocale in the documentation that comes with glibc, however. How was I
supposed to know about this feature?

Should I file a new documentation bug instead?

Why don't you bother to check the facts?  glibc supports the APIs for very long
time (some of the APIs already since 1999 or so, further ones since 2002), and
GNU C library has been the library where these have been originally invented.
See http://people.redhat.com/drepper/tllocale.ps.gz for details, the APIs are
now standardized in POSIX 2008.  So, please don't call this Darwin-style locale
support.
