It seems that the rpc implementation shipped with libc version 2.14 is broken.

For example, apparently it does not install header files in /usr/include/rpc
and thus it breaks the build of other packages such as libtirpc or at least it
leads to a libtirpc which is missing symbols for DES encryption (so that
libtirpc is basically unusable).

It seems that this is intentional (see NEWS), so I am closing this.

Unfortunately, libtirpc is not ready yet to replace the functionality being
removed from glibc:

Unfortunately, at least the following packages are affected by the removal of
RPC support from glibc:

- Linux-PAM (unless --disable-nis is used)
- nfs-utils (because libtirpc is missing symbols for DES authentication and
perhaps a few more related to networking)
- yp-tools (same as above)
- ypbind-mt (same as above)

All the above packages are from kernel.org.
