While looking through my ILP32 patches I found that __WORDSIZE_TIME64_COMPAT32
is not being defined.  This causes utmp on AARCH64 not being compatible with
AARCH32 which both can run on the same system.

I have a patch which I will submit when I submit my ILP32 patches which should
be soonish.
