glibc 2.35 will have a C.UTF-8 that sorts correctly for all code points since
bug 17318 is now fixed. This should allow all downstream distros to switch to
the harmonized and fixed version of the locale.

Fedora 35 is using a downstream port of the patches applied to glibc 2.34 and
they work as expected.

Testing on Fedora 36 I see:
[carlos@fedora ~]$ ./test
New locale: C.UTF-8
PASS: ! < U+100E (-207)
PASS: ￥ < U+100E (-1)
PASS: ! < ￥ (-206)
PASS: ! < ¡ (-161)
PASS: ! < U+800 (-191)
PASS: ! < U+10000 (-207)

I haven't added --warning=missingcollchar warning yet, but I don't think it is
required to fix this issue.

Given that bug 17318 is fixed I'm marking this as a duplicate.
