FSGSBASE support requires kernel support and is signal through AT_HWCAP2.
glibc should provide the appropriate bit mask for AT_HWCAP in the installed
headers, and <sys/platform/x86.h> should enable detection via x86_cpu_is_usable
(x86_cpu_FSGSBASE).
