Only handful of benchtests output JSON.

I don't see any reason why some do and some don't.  For example, memcpy outputs
JSON, but strcpy outputs tabular data into their respective .out files.

Did the incremental workstream to output JSON just get abandoned, or is there
some deeper reason?

There is no deeper reason other than an incremental transition that is
incomplete. I would accept and review changes to make all the microbenchmarks
output JSON.
