When packaging glibc-2.35 I noticed that librt.a is (intentionally) empty and
librt.so does not exist. Took me some time to debug perl build failures.

glibc-2.34 had a NEWS entry that explains why empty libraries are left inplace:

  ...For backwards compatibility,
  empty static archives libpthread.a, libdl.a, libutil.a, libanl.a are
  provided, so that the linker options keep working...
```

Worth adding a NEWS item about librt.a retroactively to 2.35 section as well?
