"make bench" doesn't build the libmvec microbenchmark and silently ignores it.

This issue appear after the follow commit. Reverting Include ../Rules lines to
its previous position fixes the libmvec benchmark build issue.

    benchtests: Use "=" instead of ":=" [BZ #28970]

    Use "=" instead of ":=" to allow sysdeps Makefiles to add more benches
    to bench and benchset.  This fixes BZ #28970.
