as english gets a global language it gets more difficult to parse numbers. at
least the following characters can be seen for digit grouping:
apostrophe (single quote), right single quote u-2019, arabic thousands
separator u-066c, thin space u-2009.
at least the following can be seen as decimal character: dot, comma, arabic
comma u-066b.
would be nice if parsing numbers, atoi, atof, permit these additional
characters. maybe even in a configuraable list.
