We now have soft-fp fma available for use by systems without the exceptions and
rounding mode support required for the main fma implementations using
rounding-to-odd to work.

I am "forward-deduplicating" this as the later bug has a universal extensible
resolution for all languages. It can be implemented via the "include" keyword
of the respective locale section:

LC_CTYPE
copy "i18n"
translit_start
include "translit_combining";"translit_scandinavian";"translit_cyrillic";""
translit_end
END LC_CTYPE

The bug 2872 also has a spreadsheet tool to generate and maintain the
translation tables.
