commit 5dcbff5879a7d25e0dd511f4a71c039aa015e6a4
Author: Florian Weimer <fweimer@redhat.com>
Date: Tue Jul 5 09:05:22 2022 +0200

locale: Turn ADDC and ADDS into functions in linereader.c

And introduce struct lr_buffer. The functions addc and adds can
be called from functions, enabling subsequent refactoring.
