* Enhancement: Require version 2.50 of CGI.pm. I know of a
cookie-related bug in 2.42 which 2.50 doesn't have, and also some
people are having compilation issues with 2.36.

* Enhancement (test.pl): Die if loading gnatsweb.pl or
gnatsweb-site has errors.
