Log message:
	Commit for GNATS 3.112.
	
	* client.c, gen-closed-date.c, gen-index.c, getdate.c, gnatsd.c,
	npr-addr.c, npr-edit.c, nquery-pr.c, pr-edit.c, pr-mail.c,
	query-pr.c, qvariable.c, sub-type.c: glibc doesn't allow static
	initialization with stdout.
	
	db_conf.c: Change DB_CONF_FILE to default to living under /etc/gnats.
	
	file-pr.c: Don't share memory incorrectly.
	(try_append_notify): New function.
	(notify_responsible): Use it.  Clean up function-scoped variables.
	
	files.c: Don't share memory incorrectly.
	
	gnats-db.conf: Comment out odd non-useful default entries.
	gnatsd.conf: Don't allow software.free.com access by default.
	
	* Makefile.in (VERSION): Upped to 3.112.
	* version.texi: Ditto.
	
	* BETA: Add a short blurb.
