Log message:
* pr.c (struct PR_private): Used by the PR reading code to keep
track of state while reading.
* pr.h(struct PR_struct): New type to represent contents of PRs.
* pr.c (read_pr): Split up into three new functions, so that PRs
can be added line-by-line.
