Log message:
* send-pr.sh: Major changes to work with the 4.0 enhancements. In
particular, it no longer uses a static template, and it has little
knowledge of specific PR fields. It also relies on pr-edit to do
most of the PR validation, and invokes query-pr to get the info
about what fields exist, their datatypes, etc.
