I noticed that gnatsweb has an option of managing attachments to a
PR. This seems to be a convenient mechanism of adding larger or many
source files to a PR.
Can I send such attachments via send-pr (either the shell script, or
the emacs function)?

Unfortunately, no you can't. That would be a nice feature if you care to
implement it.
