mkcat and rmcat try to maintain a categories entry
defaulting to /usr/share/gnats/dist/categories

This breaks when there are multiple databases as the
categories can be different for each of these.

mkcat and rmcat should not touch any dist files.

mkdist should copy the files from a --directory= path.

mkdist them.

patch mkdist to accept --directory and to copy categories
from $GNATS_ROOT/gnats-adm/categories
