mkcat and rmcat try to maintain a categories entry
defaulting to /usr/share/gnats/dist/categories
This breaks when there are multiple databases as the
categories can be different for each of these.
mkcat and rmcat should not touch any dist files.
mkdist should copy the files from a --directory= path.
>How-To-Repeat:
create multiple DBs with different categories and try to
mkdist them.
>Fix:
patch mkcat and rmcat to not touch DATADIR stuff at all
patch mkdist to accept --directory and to copy categories
from $GNATS_ROOT/gnats-adm/categories
