Redhat 7.0, gnats-3.113-5.i386.rpm, gnats-db-3.113-5.i386.rpm

The INSTALL file of the gnatsweb distribution has this line:
make test USERNAME=anon PASSWORD=pw DATABASE=db_alias
When run, it produces this error:
root@kirby# make test USERNAME=anon PASSWORD=pw DATABASE=db_alias
