The following results when doing "make info" on a Solaris 7 system where GNU texinfo isn't installed:

hurre:/usr/local/src/gnats/gnats:$ make info  
makeinfo -I. -I./../send-pr -o gnats.info ./gnats.texi
sh: makeinfo: not found
*** Error code 1
make: Fatal error: Command failed for target `gnats.info'
