When the responsible field for a category in the categories file is left empty, incoming PRs in this category are (correctly) filed and indexed by Gnats with an empty Responsible field.

Gnatsweb however, does not handle this correctly when displaying query results. It seems to always pick the last person in the responsible file and use that instead of presenting an empty Reponsible field.
