    Yup, this is a known problem. Unfortunately, no one has stepped forward to try to figure out what's going wrong. (There is something wrong with Tk8.3 on cygwin. I haven't had time to chase it down at all yet.)
    
    You'll have to either revert to 5.1.x or try to swap use the old "tk" (Tk8.0) from CVS with the newer version.
