cygwin and insight 6.0 build problem

I tried to build insight 6.0 on my machine, but it failed. I encountered the
same problem as Steve:

My machine: NT4.0 SP6a
cygwin 1.5.5-1
target arm-elf

The solution proposed by Steve works. Thanks Steve.
Can this problem be marked as an official bug?

The tcl/generic/tclCmdAH.c (FILE_EXISTS) collision bug is fixed in the
sourceforge tcl cvs.  How does the Insight tcl get updated?

It already is: insight/244. I don't know why, but I've checked in a
patch for it (it can also be found in the bug report).
