In order to get Insite to build under Cygwin I
had to remove const from the declaration of
strsignal in libibertty
What is the "proper solution?" to this problem?

strsignal is declared as const in cygwin 1.1.2, so it sounds
like you need to upgrade to this version of the DLL and its
supporting libraries and include files.
