To build a cross-debug environment I have using the following options : ./configure --target=sparc-tsim-elf --host=i686-pc-linux-gnu

The link you provided says that TSIM can communicate with gdb via gdb's

yes, you should be able to build a cross-debug environment that can use
TSIM -- in as much as gdb supports any target, so does insight.
