[Bug localedata/1294] New: pt_BR LC_MONETARY p_cs_precedes/n_cs_precedes is incorrect

In Brazil the currency symbol is normally written before the quanity:

R$1.234,56

glibc has p_cs_precedes and n_cs_precedes set to 0 for pt_BR

Unfortunately I have not been able to find an official reference, there only
thing I've been able to provide is a couple of government guidelines for documents.

I got some help from the brazilian debian community:

Which describes law no 9069, the first chapter is called "Do Sistema Monetário
Nacional" or the National monetary system, and the first paragraph says:

 § 1º As importâncias em dinheiro serão grafadas precedidas do símbolo R$.

eg:
 
 § 1º Values representing money will preceded by the symbol R$.

v2: Also change [np]_sep_by_space to 0

This patch also removes the spacing between the currency symbol and the
quantity:
"value R$" is now "R$value" and not "R$ value"

Look at Art 25, § 2º in the quoted document.  There R$ 0,01 is used.  I.e., they
use a space.  So, what is correct?

Ulrich: Good point.

I did some futher research, and it seems like both of them are used (from bills
etc), however everybody I asked says that it should be printed with the space,
(which is different from USD).
Eg, "R$ 100" and not "R$100" seems to be the common and mostly used format.
So the first patch should be correct one and not the second one.
