Four-digit years in en_AU, et al.

Hi,

 From what I can see in the /usr/share/i18n/locales/en_AU file on my 
system, the locale for Australia was last updated nearly 24 years ago, 
when we were still adjusting to using 4 digits for years, post Y2K. 
These days, it is much rarer to encounter 2-digit years in anything 
other than very informal communication, and is generally discouraged.

It would be great if GNU & Linux could catch up.

 From a quick skim of 
<https://en.wikipedia.org/wiki/List_of_date_formats_by_country>, and the 
number of other locales with "d_fmt" containing a 2-digit version, I 
suspect many of them do not accurately reflect their dominant short date 
format.
