There is a vlc translation for cgg, but I did not find it in iso-639.def

No the report is correct that this code is not present in the isop-639.def
validator, so creating a locale would not be possible until that is fixed.

But why there is "yue_HK" locale without "yue" language code in iso-639.def?

Good question, I did not confirm an error generation on iso-639.def check, but
I recently encountered one on a currency code check (iso-4127.def), so I
assumed you'd see one for lang code not present, but maybe not.
