Locale file for "the_NP"

Hi, Greetings

              Excuse me sir/madam, We wanted to have a new locale "the_NP"
which has ISO Code :- "639-3 the"  and name :- "Chitwania Tharu" a language
from country "Nepal". For reference you can check:-
http://www-01.sil.org/ISO639-3/documentation.asp?id=the . I have attachted the
locale file in the attachment, If you find any error or anything we missed
please notify us. Thank You

Hello,
The Unicode and Input method of this language "Chitwania Tharu" is same as of
"Nepali" language.
