the km_KH locales looks like a half-hacked up port of lo_LA.  it omits a copy
of i18n in the LC_CTYPE category which means it omits all of translit_neutral
(among other files).  it doesn't appear to be by design, so we should get this
cleaned up and rebased on the common settings.

Yes, it used to have both language and country names incorrect (and in
the wrong language/alphabet)

Khmer localizers are not super easy to get to work on other projects,
but I bet they would be interested in getting the locale correct.
