Syriac locale for glibc

The most recent CLDR version 38.1 does not have a Syriac locale but did
previously as early as version 1.8. We are attempting to re-establish Syriac
under CLDR soon.

Please let me know if you have any questions or concerns.

syr_SY.UTF-8.in

I have removed the Persian letters are they will not be a part of the CLDR
submission. I have re-ordered the letters based on feedback from Mike Fabian.

I have removed the second comment line because that makes the sort fail.

There area currently no comments in these files, 

; Symbol ...

only works because ; happens to sort at the top.

With the patch I just attached, make, make check, make install, installing the
locales works without errors. 

And the locale seems to work OK.

So this looks good to me.
