Spelling errors in Dzongha data

Tibetan/Dzongkha locale data have multiple typos, primarily in LC_TIME data.

Some names have incorrect "pha" instead of "pa" at the end.

"First" is "dang po", not "dang pa".

Weirdly, some superscribed "sa" was reordered with the next subscribed letter
(in "spyi", "skar", "snga")

Fix incomplete edit in yesexpr

Tibetan locale was obviously adapted from the Dzongkha locale.  The yesstr was
edited to reflect the different spelling, but the short single-letter answer in
yesstr was not.  It still has "a" for Dzongkha "in", but should be "ya" for
Tibetan "yin".

Spelling errors in Tibetan data

This patch fixes the same spelling errors as the first patch fixes in Dzongkha.
 The text is the same and with this patch it's fixed the same way.

Fix spelling of "phur bu" in both Tibetan and Dzongkha

Missed this in the first round of fixes.  It's "phur bu", not "pur bu".

Data is inconsistent about final tsheg (<U0F0B>) which is a syllable
terminator.  But I may be missing bigger picture there - if it should be
consistently absent it should be dropped from bo_CN lang_name.
