libstdc++: Update outdated docs on contributing
We don't want a separate ChangeLog submission now.
libstdc++-v3/ChangeLog:
* doc/xml/manual/appendix_contributing.xml: Replace outdated
info on ChangeLog entries.
* doc/html/manual/appendix_contributing.html: Regenerate.
