i landed some fixes to the binutils/gdb repo in the etc/ dir. if i'm just
pulling those into newlib as-is, do those have to go through approval, or
is notification sufficient ? i.e. i push the commit, and post the patch to
the list to let people know i pushed them.

A grace period would be nice. I. e., let people know what patches
you're about to commit and a week later commit them, unless a discussion
arose.
