Looks like you are as this came via Newlib, but if you receive this you
certainly are.

You can fill in your name and email address at:

	https://sourceware.org/mailman/listinfo/newlib/

and click the Subscribe button;

or send a blank email from the address you want to subscribe:

	mailto:newlib-join@sourceware.org

and you should receive a validation and/or confirmation email to reply to, or
with a link to click on to confirm you want to subscribe, and you may also
receive a Welcome message.

The mailing list software changed recently, so many of us are unfamiliar with
the new Mailman email interface commands and options, as we have never had any
need to use them.
