This is the second message from Australia that I've gotten.  The other IP
address was 203.15.111.1 and they had a similar complaint.

Can anyone explain why these people are being blocked?

They are in the ORBS static list, read
http://sources.redhat.com/lists.html and the info on orbs.org.

Our scripts are buggy in that the bounce message should be clearer
about this (or we should just ignore listings on the ORBS static
list).

Huh.  I didn't know about this but I get the same response to either
command: Non-existent host/domain.

Do you still get a positive from 1.111.15.203.relays.orbs.org?

Not any more (if I make sure to use one of the servers for
relays.orbs.org rather than get it from the cache - which means that
it was removed relatively recently).
