It seems like my ssh account for cvs has bitrotted.

Checking in ChangeLog;
/cvs/src/src/binutils/ChangeLog,v  <--  ChangeLog
new revision: 1.1156; previous revision: 1.1155
cvs [commit aborted]: could not open lock file `/cvs/src/src/ 
binutils/,ChangeLog,': Permission denied
cvs commit: saving log message in /tmp/cvs17059b

Could someone please check?

You need to get someone in authority in the binutils project to
authorize you.  That would be either Nick Clifton or Alan Modra, I
believe.
