Now newlib and Cygwin have moved to git, should the src CVS repository be
made read-only, to make it clear that there is never any need any longer
to merge top-level changes into it - only to keep them in sync between the
GCC, binutils-gdb and newlib-cygwin repositories?
cgen, rda, sid and utils may or may not have any repositories elsewhere,
but they don't seem to have active development in CVS either.

Attempts to do so should be rejected by cvs hooks already in place.

The status quo seems harmless for these.
