Ok, I'd be happy to. However, when attempting to create an account
(using my gmail address), I get a "User account creation has been
restricted" error message.

Is there some procedure to create a Bugzilla account that I need to follow?

Oh, we still block accounts using gmail.com addresses, due to repeated
spam attacks from throwaway webmail accounts.
