Hi,
are you the right persons to grant a Bugzilla user canedit permissions?
There is a quite active gfortran (GCC Fortran) user (on IRC, mailinglist
and bugzilla), which however does not want to become a developer and
write patches.
Can one grant him canedit privileges? It's Dominique d'Humieres

A precedent case was Joost VandeVondele <jv244@cam.ac.uk>, who is also a
mere user, testcase creater and bugzilla user,

I assume both should then be added to MAINTAINERS in the "Bug database
only accounts" section, which currently does not list Joost.
