FYI.  I can confirm it too.

Software error:

Can't rename data/versioncache.GmWVv to versioncache at globals.pl line 306.

For help, please send mail to the webmaster
(sourcemaster@sourceware.org), giving this error message and the time
and date of the error.

Somehow, at 00:00 Jul 13, the versioncache became owned by
dberlin.gcc, which is odd since i haven't logged in a month or so.
My guess is the collectstats.pl program run from my crontab (this is
what collects bugzilla stats, runs folks graphs and queries, etc)  did
it or something.
Even though it had perms  -rw-rw-rw, apache still couldn't overwrite
it (dunno why).

I removed the version owned by me and replaced it with a copy of one
of the ones apache was trying to rename into place.

Seems to be working now.  At least, I can pull up bugs.  Is there some
other way to recreate the problem?

I'm sure if you chown versioncache back to me and it will fail again
