Cannot create account of GCC bugzilla

When I put my E-mail address to create account, I got next message:

User account creation has been restricted.

Contact your administrator or the maintainer (overseers@gcc.gnu.org)
for information about creating an account.

Because the message tells me to contact you, I'm doing so.

I want to make a bug report.
Please don't let me create account and post it my self now.
If I have to wait your response in order to contact maintainer in
order to create an account in order to report a bug, it's really
inconvenient.(Please note that there's already three 'in order to' in
previous sentence.).

So, I put the detail here. Please make the report by yourself(I don't
care the credit of bug report, if such credit exists).
Although I couldn't find any already reported similar issue, if it's
already know issue, please let me know.

The source code in next report is completely valid source code but GCC
5.0.0 rejects to compile it.
Older version of GCC can compile this.
I tested this in Ubuntu but I've got the same report in fedora from other user.
