Hi
I know this isn't the proper list to report about ftp.gnu.org but I
thought someone on this list might know who to contact. I only see
webmaster@gnu.org as a contact. Hopefully one of you knows how to
report this if you aren't also in the loop fixing it.

You can also try sysadmin@fsf.org since it is an FSF managed machine.
But there seems to be a general outage at the FSF:
