Sorry for misunderstanding the definition of "GCC maintainer", but
Stephen M. Webb <stephen.webb@bregmasoft.com> is a member in the GCC
MAINTAINERS file.

I thought it's rejected the first time because I gave another email
address of Webb; So I resubmit the form with Webb's email address in
the MAINTAINERS file.

What should I do to get the account approved?

People in the "Write after approval" section are not
maintainers; you need endorsement from an actual GCC maintainer.
It seems you've submitted libstdc++-patches and there's a
copyright assignment in your name for libstdc++ so I'd try one
of the libstdc++ maintainers.  Please try to also get general
GCC copyright assigmen papers done too; individual special cases
are hard to remember!

(This is not an endorsement, sorry.)

Does the gcc project have a link that I could point to to educate people
about getting checkin approval?

The number of confused wanna-checkins seems to be on the rise lately and
I'm not really having fun acting as a traffic cop.

Thanks for getting to this!

Am I misinterpreting the wording on that page?  You seem to be sending
them to https://sourceware.org/cgi-bin/pdw/ps_form.cgi to gain access to
gcc if they already have a sourceware account but:

"Note that if you already have an account on sourceware.org or
gcc.gnu.org for source control write access for some other project, then
do not use this form."

But, you know, I'm thinking that, after all of these years, maybe we
ought to just bite the bullet and allow that form to serve double
duty.  Maybe I'll look into doing that as soon as I have some tuits.

My intention was to differentiate the two cases.  Apparently I did
not make this clear enough.

Is the following update, which uses "Otherwise" instead of the shorter
"Else" and avoids talking about setting up an account (which only applies
in the second case) more clear?

I have not applied it yet and will be happy to make further or different
changes.  Just let me know.

want to do this then..."  Could you change the otherwise to "If you don't
