Sorry I created the account with the ruhr-uni-bochum address first.
I have changed it now to nico.schiller@rub.de

So the email you got might not be what you expected. But you should be
able to activate your account using the new email address by  through
the Forgot/Reset Password link. Please let me know if that doesn't
work.

I couldn't find an existing user account so a new one has been created
for you. You should have gotten an email about it. You can activate
your account through the Forgot/Reset Password link.

mentions that user account creation has been restricted, without 
indication as to the reason and probable duration of the restriction.

I'd appreciate if you could let me know what the cause of the problem 
is, and whether creating a new account and sumbitting a bug will be 
possible in the future. Alternatively, I'd also be happy to hear about 
alternative methods, if any, that I could use to report the bug 
instead.

we have been suffering from a massive spam attack, dummy accounts
being created, bugs with spam links posted, and our bug mailing list
and archives flooded.

I am not sure what the plan is to address that, but agree that putting
up a bit of an explanation would be helpful.  Frédéric, is this something
you can comment on?

If you send me, privately, the data you'd put into such a bug report,
I volunteer to help out and file the bug on your behalf and copy you.

In this case, as a gcc bugzilla admin, I created him a @gmail.com
account.  This process bypasses the anti-spam blacklist, and avoids
having to have someone as a bug filing/tracking intermediary.

The current message being displayed is the generic one, i.e. that
account creation is restricted (with no specific reason). I can easily
customize it if needed. In that case, I will let overseers send me the
customized message they want to be displayed if the account creation
request is rejected.

The decision to remove restrictions for account creation belongs to
overseers, not to me. Looking at the log file, I can confirm that the
attack stopped on September 2 at 22:00 UTC. After that time, I see no
dubious attempts. Most of the blocked accounts since then are using
@gmail.com email addresses. Maybe we could try to whitelist @gmail.com
again? It would be easy to blacklist this domain again if we see that
the attack is coming back.
