I would like to query this change from March:

2001-03-26  Frank Ch. Eigler  <fche@redhat.com>

        * Makefile.am (install-data-local): Install COPYING.SID in $prefix.
        * Makefile.in: Regenerated.

Why is the license file installed in the install tree?
This seems a bit unorthodox.

notice into the sid mainline startup code.

It is presently in the source tree.  That's where the license for many
free  software packages can  be found.  It's not normally *installed*,
that's all.
