Log message:
Fix the `estart-debugger'/`erestart-debuggee' compilation on RHEL4.
- Its gcc32 dislikes the `-m32 ... -m64' override for the same command.
- We now substitute $(CC) instead of just an additional flag.

Fixup the build framework for the cross-arch
`erestart-debugger'/`erestart-debuggee' support.
- It breaks the arch-free tests/ subdirectory being standalone.
- Still it is a hack, should there be a new `cross-arch/' (?) subdirectory?
