    PR10228: fix non-utrace building regression
    
    * translate.cxx (dump_unwindsyms): Decide based on modname[] not
      mainfile[] to emit a vmcb.
    * runtime/task_finder.c (non-UTRACE): Include dummy stap_{start,stop}_*
      functions.
