    Reported by Wenji, these SEC_* symbols were enums rather than macros,
    so instead of individual #ifdefs ...
    
    * stapsslerr.h: use NSS_{VMAJOR/VMINOR/VPATCH} to detect 3.12.4 or later
      for the two recent error symbols.
