    PR13317: improve parse error recovery heuristics
    
    This change changes the 10 parse errors reported by brendang for iostat-scsi.stp
    to just six actually salient ones.
    
    * parse.cxx (parser::parse): Reorder error recovery to skip
      everything until next top-level keyword.  Wrap try {} in
      while {} rather than vice versa.
      (parser::parse_stmt_block): Drop recovery loop.
